South West Referee Newsletter

As we transit into the second half of the season and with a considerable part of pre-Christmas under snow it almost seems like the start of a new season!  Therefore I would like to start the second half of the season with the first Newsletter about refereeing in the South West and what we can offer to help develop our referees throughout the region.

Amongst other varied activities that I have responsibilities for, one of the key areas is to support clubs, schools and Societies in the development of officiating So if you have any questions or enquiries please do not hesitate to get in touch and I will do all I can to help.

Regards,

Steve Harland

Referee Development Manager (South West)

Referee Education & Courses

Apart from the courses listed and planned on the adjoining column, it is also possible to arrange courses at your clubs or school and could include the following::

§         Entry Level Referee Award (ELRA)

§         Mini/Midi Referee Course

§         Referee Coaching/Adviser Awards

§         Continuous Referee Development Award (CRDA)/ Referee Education Sessions

§         Young Officials Award (YOA)

To arrange these courses at your club or school or for further information please contact Steve Harland ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it ) or your local Club Referee Developer (CRefD). In order to host an event clubs should have an active Club Referee Coordinator (CRefC) registered on RugbyFirst.

The dates of ELRA courses in the very near future can be found on the adjoining column and if you need details of all the courses it can be found by clicking here

Club Referee Developers

Referee Education is part of the development of all referees and the CRefDs are here to help.  As part of our ongoing development programme for Club Referees, the CRefDs stand ready to deliver an education evening covering a number of topics including Scrum, Tackle/ Ruck, Understanding the Game, Maul, Lineout, and Advantage amongst others.  We encourage open debate and there usually time for a good Q & A session at the end of each evening.

Should you would like to hold a session at your venue, please get in touch with your local CRefD or myself and we will arrange them as the need dictates.

There may be possible funding support for Referee Education evenings, please contact me for further details.

There are presently 5 Club Referee Developers in place in the South West Region:

§         Gloucester North – Peter Brunt

§         BristolIan Hillier

§         SomersetWayne Davis

§         DevonAndy Bickle

§         CornwallChris Hailey

All Club Referee Developers are RFU trained and have experience in working with referees, players and coaches involved with U7 to adults.

The programme they will be delivering will focus on:

·         Primarily to deliver RFU CRDA modules to club referees within a designated CB

·         To act as a mentor for club referees and offer support

·         To observe club referees’ performances and provide appropriate feedback whenever possible

·         To ID talented referees for progression to Referees’ Societies

Mini/ Midi Referee Certificate

There is now new Mini/Midi Referee Certificate available for those who only wish to referee the under 8-12s and the mini midi game. While we still recommend that those interested in officiating should do the ELRA Course, those wishing to only take part at Mini/Midi level may choose to do this only. A certificate of attendance is given after the course. Cost £45 per person.

At the end of the course, candidates will be able to:

a.        Describe the positive attitudes deemed essential of a referee

b.        Display an effective knowledge of the game and of mini midi rugby

c.        Describe the game preparation required of a referee

d.        Communicate and position oneself effectively

Course Duration: The course is designed to be delivered over one full day (6 hours).  However, it can also be delivered over two sessions (3 hours each).

Once again, if your club would like to host a course please get in touch

For further information please contact Steve Harland or look on the RFU Website. Click Here

Referee Society Membership

All Societies are looking for new members to join them for the start of this season and now is a great opportunity to get or stay involved. If you know of anyone interested who may wish to stay in the game or put something or look for a new challenge, contact your local Society and pass on their details. They will be more than happy to welcome newcomers onboard...

You do not need to be available every week and can usually be appointed to games in your local area only if required.

Club Referee Coordinators (CRefCs)(All clubs to have one)

As part of helping to develop club referees it is essential that there is an active CRefC in place in each club.  The many clubs that have them I place have found it very beneficial and it allows us to help clubs to not only to provide information to help develop your club referees but also providing an accurate listing of referees through the country.

Key Components on the role:

·         To act as a point of contact for the Rugby Football Union (RFU)

·         To publicise and promote RFU awards, courses and Continuous Professional Development (CPD)

·         To establish and maintain accurate membership information on RugbyFirst

·         To promote good practice and the core values of the game

·         To influence the establishment of a club referee section

As clubs are vastly different from a one team club to a club that has a large mini/midi/junior section it is not expected that all CRefCs will be able to carry out all the duties or in fact that they are needed for all clubs, but if we can get all clubs to have someone that will pass on information on courses, law updates and be able to identify those in the club that are officiating it will help all involved.  If you would like more information on the CRefC role please get in touch.

Latest Law & Guidance Updates

For any questions on Law please look at the IRB website for an on-line Laws book - http://www.irblaws.com/EN/downloads/

Latest IRB law interpretations are also found on the RFU website

http://www.rfu.com/TakingPart/Referee/LatestLawUpdates.aspx

A Referee Education Session with your CRefD would be a great opportunity to get further clarification and discussion around key areas!

All law updates are sent to active Club Referee Coordinators for information so please get you club signed up if you do not have anyone currently carrying out the role
